SB not recognized by Win OS as a "window"

Ordinarily if you have one or more open windows covering your Win OS desktop you can right click your (unlocked) taskbar and organize the open windows by selecting Cascade or show windows side by side or show windows stacked. If SB is open it is not recognized as a window that can be organized in this fashion.
