You don't.

The Utilities Toolbar was added to the toolbars you can open in order to allow you the ability to create your own buttons.

Run Slimbrowser
click Tools > Frequently Used Folders > Application Data > Utilities Folder
click View > Toolbars > Utilities to reveal the utilities toolbar
take note of the location of the Utilities Folder as shown in the Slimbrowser address bar
Open up notepad
copy paste or type in without quotes "&File:Close All"
save the file as any name you want with the file extension .MNIT example Close All.MNIT
using this same method you can create a button in the Utilities Folder that shows on the toolbar to perform almost any function within Slimbrowser that can also be done using the Menu Bar

for an example open the Show Pictures. MNIT file and see how it was done

Relationships are ours to make; we define them, day by day,
by who we choose to love and how we choose to love them.
And, by these choices, define ourselves. ~~~Richard N. Patterson
